Jay began serving the Town of Badin on July 28, 2008.

Badin uses the council-manager form of local government, under which the Town Manager is appointed and serves at the pleasure of the Town Council. The manager is responsible for the day-to-day functions of the town, to ensure that the town’s departments run as effectively and efficiently as possible.

The manager is responsible for budget preparation and modification. The manager is given the duty of advising the elected officials on different matters facing the Town of Badin, overseeing all the town’s departments, and working with and listening to the citizens of the community.

The manager serves as the Chief Administrator of the Town of Badin, Finance Officer, Budget Officer, Human Resource Director, and Planning and Zoning Director.
